What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.

Some of these boosts can only be used in specific designs (such the Whistan's Shield in FB Sorcs), while others are valuable to collectors.
Certain items come with inherent boos that are less beneficial when upgraded, for example the Goldwrap which gives extra potion slots. These are usually upgraded to add value to an item that is perfect or close to being perfect.
Costs
Upgrades are accompanied by certain costs associated with them. The first is the cost of performing the upgrade. This cost depends on the item's new ilvl and the number of perks it will gain and can be costly. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of the items required for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials required is available in the inventory of an upgrade vendor.
The process of upgrading an item is complicated and takes time. Depending on the size of the upgrade, it could take as long as 8 hours. The stats that are the base of the upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the updated Armor Class bonus, damage dice, as well as other important stats. In some instances upgrades can provide additional perks. These perks are offered on a list.
In rare cases the upgrade will replace only the most expensive bonuses. It is also possible to add a number of additional items to the upgrade, increasing its chances of success. They are displayed in a window that is above the + button. However, there are some limitations to this, and the largest amount of material that can be added is displayed directly above the + button in the UI.
Another way to increase the chance of a successful upgrade is by using an item called the Blacksmith Blessing or an upgraded version of it.
